
The European Union has launched the Next Generation EU, an extraordinary instrument for the European Union to address the unprecedented crisis caused by COVID-19. This Plan consists of tools that total EUR 750 billion, which the European Commission will have to collect from financial markets through debt issues, using the Multiannual Financial Framework (MFF) as a guarantee.
At the same time, Member States must elaborate their national recovery plans aligned with the EU’s objectives. As such, this Recovery Plan offers Spain a unique opportunity to promote an economic and social model based on growth and sustainability. Following the devastating impact and the consequences of the COVID-19 pandemic, companies must urgently optimize the use of these EU funds for their economic recovery.
The Spanish government’s Recovery, Transformation, and Resilience Plan aims to transform the Spanish economy. It will be receiving EUR 140 billion from the NGEU Recovery Fund, between non-reimbursable transfers and loans. An essential element to these is the Strategic Projects for Economic Recovery and Transformation, known as “PERTEs.” A novelty public-private partnership instrument, their exact details are still unclear, yet they are described as a driving force for transformation and establishing a State Registry for parties interested in the PERTEs.
